On May 23, 2020, I had the opportunity to participate in the Paramount Unified School District and Compton College Administration of Justice Pathway Student/Parent Orientation. The Administration of Justice Pathway is an AB 288 Dual Enrollment Partnership, where Paramount USD students can take Compton College courses throughout their high school education, beginning in the 9th grade. This is the second cohort of students participating in the program, and the second cohort has 34 students. Special thanks to the Educational Partnership Department for coordinating this past weekend's event with Paramount USD.

2020-2021 Compton Community College District Budget
The 2020-2021 Compton CCD Tentative Budget and Budget Assumptions are available here. Due to the Governor's May Revisions, the following changes were made to the 2020-2021 Compton CCD Tentative Budget.
- Adjusted the Public Employee Retirement System (PERS) employer contributions to 20.70% and the State Teachers Employee Retirement System (STRS) employer contributions to 16.15%.
- Reduce the Other Postemployment Benefit (OPEB) contribution payment by $884,035.
- Remove seven vacant faculty positions.
- Remove the Property and Liability transfer of $400,000 from the 2020-2021 Compton CCD Tentative Budget. Compton CCD will transfer $400,000 from the Workers Compensation Fund to the Property Liability Fund.
- Reduce the Compton CCD Police Officers' position from 6 to 5.
- Reduce 33 Compton College course sections.
- Reduce Student Help, Hourly, Overtime by $250,000.
- Reduce Other Services, postage, and Advertising by $150,000.
- Reduce Budget Augmentation and Enrollment Management Plan funding by $100,000.
- Reduce Travel, Conference, and Training by $100,000.
- Reduce Other Schedule, Non-Teaching by $50,000.
For the 2020-2021 year, we are projecting an ending balance of $13,513,497. Currently, Compton CCD will use $1,384,205 of the reserve for contingency to support Compton CCD expenditures in the 2020-2021 year. As mentioned in the President/CEO Message - May 22, 2020, over the next three years, I am recommending Compton CCD utilize at least $6 million of the reserve for contingency to support Compton CCD expenditures. We have other budget issues in the Restricted Fund that may impact the 2020-2021 Compton CCD Tentative Budget, including:
- Strong Workforce Budget, 55% reduction
- Student Equity and Achievement Budget, 15% reduction
- Child Development Center Budget unknown funding amount for 2019-2020 and 2020-2021.
As we work through the above issues, we will communicate additional changes to the 2020-2021 Compton CCD Tentative Budget to the campus community. The 2020-2021 Compton CCD Tentative Budget was shared at the May 26, 2020, Planning and Budget Committee meeting and today, May 27, 2020, Consultative Council meeting.
Even during COVID-19, we are all working together to move Compton College toward 2024. Today, for example, I was busy negotiating with the Compton Community College Federation of Employees, Local 3486, on Article IX: Evaluation Procedure. I appreciate the meetings with the Federation, and the District is committed to negotiating Article IX: Evaluation Procedure throughout this summer.
We have so many projects and things to do as we work towards Compton College 2024; I hope we take some time to reflect on our accomplishments thus far. And to think that in 12 days we will celebrate the anniversary of the conclusion of the partnership with El Camino Community College District. Pause, let me say that again, the partnership with El Camino Community College District ended almost one year ago, on June 7, 2019.
