Message from the PRESIDENT/CEO
Summer is in full swing and we are now entering Compton College's fall 2018 enrollment push! Every FTES Counts - so I'm counting on all of you to encourage new and returning students to register for the fall semester as soon as possible. Fall online registration is in progress and the semester begins on August 25, 2018. Students may register online via MyECC and the fall 2018 class schedule is available here.
The CCCD Board of Trustees will host a Community Forum on Saturday, July 14, 2018, from 9:00 - 11:00 a.m., in the Student Lounge. The Community Forum is open to the public. Students, community members, faculty and staff are encouraged to attend. Free parking will be available in Lot F off of Greenleaf Boulevard.
At the forum, I will provide updates on accreditation, facilities progress, academic
affairs, available classes for the fall semester, the Compton College Promise program,
Career and Technical Education, and data from the annual Fact Book. There will also
be a Q&A session and a Compton College Resource Fair, including information about
financial aid and scholarship opportunities.
On June 18, 2018, the El Camino Community College District (ECCCD) Board of Trustees received for a second reading, and subsequently approved, the Compton College Substantive Change Application: Change in Local Control. On June 19, 2018, the Compton Community College District Board of Trustees received the Substantive Change Application: Change in Local Control for information and discussion. On June 20, 2018 and ahead of our timeline (Originally scheduled to be submitted by August 1, 2018), we submitted the Substantive Change Application to the Accrediting Commission for Community and Junior Colleges (ACCJC). Our goal is to complete Compton College transition from ECCCD and operate under the governing authority of the CCCD Board of Trustees on June 7, 2019 at 11:59 p.m.

El Camino College/Compton College Transition
The ECCCD and CCCD Transition Committee has created a new webpage - www.compton.edu/compton114 - in anticipation of upcoming communications with Compton College students and the community about the Compton College accreditation process and the transition plan. The first of such communications was sent to students the first week in July and is entitled the "Tartar Message." Future "Tartar Messages" will be sent to Compton College students quarterly.
Compton College is in the process of implementing the Ellucian Banner ERP system and our goal is to have the system fully implemented by spring 2019. In May, we held the first general training for Compton College employees and training for Compton College Admissions and Records employees, followed by the Financial Aid Department's training in June. The Compton College Ellucian Banner ERP system implementation timeline is available here.
For budget, requisitions, purchasing, and accounts payable, Compton College is implementing the Los Angeles County Office of Education (LACOE) PeopleSoft system. In preparation for of the PeopleSoft system for the 2018-19 fiscal year, LACOE conducted PeopleSoft system training for Compton College employees at the end of May and early June.
Compton College has transitioned administrators and staff to the compton.edu email addresses. Compton College faculty will transition to compton.edu email addresses in April/May of 2019. The transition is associated with the Microsoft Office 365 implementation for CCCD.
The El Camino College/Compton College Transition Committee continues to implement
action items cited in our internal planning document: Partnership Transition Plan document. The next El Camino College/Compton College Transition committee meeting is scheduled
for August 7, 2018, at 2:30 p.m. in the Compton College Boardroom.
2018-19 Compton Community College District Tentative Budget
The 2018 -2019 CCCD Tentative Budget was developed on the assumption Compton College would 6,060 Full-Time Equivalent Students (FTES) in the 2017-2018 year. However, for the 2017-2018 year, we are currently at 5,971 FTES.
Our estimated local, state, and other revenue in the 2018-2019 CCCD Tentative Budget is $38,307,500; and we are projecting a reserve for contingency and ending fund balance of $10,118,898. The 2018-2019 CCCD Tentative Budget includes a Cost of Living Adjustment (COLA) of 2.51 percent; filling twelve faculty positions, one classified position, and one management position. In addition, the 2018-2019 CCCD Tentative Budget includes the following expenses to address CCCD's long-term liabilities: Other Post-Employment Benefits (OPEB) payment of $250,000; California Public Entity Pension Stabilization Fund State Teachers' Retirement (STRS)/Public Employees' Retirement (PERS) fund payment of $200,000 to address future STRS/PERS obligations; and the line of credit repayment of $1,181,841.
The 2018-2019 CCCD Tentative Budget maintains a reserve above the minimum 10 percent level as required by CCCD Board Policy 6200. In recognition of future CCCD financial commitments, the 2018-19 CCCD Tentative Budget reserve includes the following financial commitments: the projected remaining balance owed for the Compton College Enterprise Resource Planning System of $2,000,000; $100,000 for funding of the CCCD Personnel Commission; and a one-time augmentation for equipment for the proposed Compton College Fire Academy of $350,000.

We anticipate making modifications to the 2018-2019 CCCD budget due to not achieving
our FTES goal for the 2017-2018 year and those modifications will be communicated
in September 2018.
Compton College Enrollment
Over the past several years, enrollment at Compton College has been declining. Compton College did not meet our 2017-2018 enrollment goal of 6,060 FTES. We are currently at 5,971 FTES. To meet our enrollment goal, Compton College would have had to borrow 797 FTES from summer 2018. More information on Compton College enrollment numbers and planning will be communicated to you in the coming weeks.
Compton College will continue to implement strategies cited in the 2015-2018 Compton College Enrollment Management Plan. In addition, will begin working on the 2019-2022 Compton College Enrollment Management
The CCCD will host a groundbreaking ceremony for its new Public Safety Facility, which will house the CCCD Police Department, on Tuesday, July 17, 2018, at 3 p.m. Parking will be available in Lot A. The CCCD Public Safety Facility is a $4.7 million dollar project funded by Measure CC bond funds.
Additional facilities projects currently in progress or planning stages include:
- Student Services/Administration Building: A $20.4 million facility will become a one-stop hub for all student services. The project involves the demolition of the old Library Building, and renovation of the existing Administration Building. Estimated Completion: Winter 2021
- Instructional Building 1: The $17.7 million project includes the removal of Row Buildings G, half of F, two-thirds of E, and Modular Buildings M1 and M2 (total of 6 structures) to replace them with a new, state-of-the-art instructional building. Estimated Completion: Working on a revised schedule with the Department of Finance and the California Community Colleges Chancellor's Office on this project.
- Instructional Building 2: A $25.6 million project involves the removal of Row Buildings D, and the remainder of Row E and F Buildings, and construction of a second state-of-the-art instructional building on campus. Estimated Completion 2021-2022
- Vocational Technology Building Renovation: The renovation of this building will begin in fall 2018 and will be a multi-phase project designed to minimize disruption to classrooms and shop areas during construction.
- MIS/Math Buildings Renovation: A multi-phased project to renovate the MIS office area in preparation to increase staffing/services following the separation from the El Camino Community College District. The final phase will include renovation of the Math & Science Building after the Vocational Technology Building is renovated. Renovations to C-39 are nearly complete and will house the MIS staff while the MIS Building is under design and renovation.
- PE Complex Replacement: This project is currently in the initial proposal phase with the State Chancellors Office. The CCCD received approval to move forward with the Final Project Proposal (FPP), which is scheduled to be submitted to the CCCD Board of Trustees for approval in July 2019.
All of these projects are outlined in the Compton District's Facilities Master Plan and are supported either by state funding, Measure CC or Measure C - or a combination
Compton College Residential Transfer Enrichment Academy 2018
The Compton College Transfer Center, in collaboration with the University of California Irvine's (UCI) Center for Educational Partnerships (CFEP), will offer a four-day Residential Transfer Enrichment Academy (RTEA) to 50 Compton College students on August 12 -16, 2018. The academy is funded by the Compton College Student Equity Program, and its goal is to:
- Increase the number of students who transfer and their awareness of the different major options;
- Provide transfer admissions information and explain the different types of institutions of higher education available to Compton College students.
Compton College students will tour the UCI campus; participate in University of California
(UC) and California State University (CSU) admissions and financial aid presentations,
resume workshops, and student panels. In addition, Compton College students will be
required to schedule appointments with the Compton College Transfer Center counselor
to track transfer progress throughout the 2018-19 year.
Student Health Center Update
Compton College assumed management of the Health Center on June 30, 2018. Part-time
nursing faculty member Perpetua Okoh will oversee the Health Center beginning July
10, 2018. Please encourage enrolled students to visit the Health Center and utilize

Fall Professional Development Day
On August 23-24, 2018, Compton College will host its fall 2018 Professional Development Day. The first day of activities will begin with a continental breakfast at 8:00 a.m., followed by the general session at 9:00 a.m. in the Student Lounge. All Compton College faculty and staff are expected to attend the general session at 9:00 a.m., on August 23. Dr. Martha J. Kanter, executive director of the College Promise Campaign, will serve as our keynote speaker. The general session will end around 10:45 a.m. and day one of Professional Development Day activities will conclude at 12:00 p.m., followed by lunch.
On August 24, day two will begin with a continental breakfast at 8:00 a.m., followed by the general session at 9:00 a.m. in the Student Lounge. All Compton College faculty members are expected to attend the general session and the other scheduled activities. Professional Development Day activities will conclude at 12:00 p.m. and lunch will be served.
Since we are hosting both days of the fall 2018 Professional Day activities at Compton
College, Compton College faculty and administrators will not participate in the El
Camino College fall Professional Development Day activities, which were previously
held at El Camino College.
Real # 114: Housing and Food Insecurity Conference
Compton College will host a "Real# 114 Housing and Food Insecurity" conference on
December 7, 2018 and we are looking for faculty and staff members interested in helping
to plan the conference. The event will focus on how to assist Compton College students
with basic needs and is free to all faculty and staff. The keynote speaker will be
Sara Goldrick-Rab, professor of higher education policy and sociology at Temple University
and founder of the Wisconsin HOPE Lab. Please contact Director of Student Equity,
